Awards provide up to $2 million in direct costs for an 18-month feasibility phase and up to $20 million for a five-year full-scale phase, with combined direct costs of up to $22 million; applications requesting less than $12 million will not be considered responsive. Eligible applicants include universities, nonprofit and for-profit research organizations, and other qualified research entities; individuals may not apply. Letters of Intent are due January 6, 2027.
