The National Institutes of Health (NIH) has implemented a unified funding strategy<\/a> that moves beyond reliance on overall peer review score when making funding decisions. Under the strategy, NIH institutes and centers will consider the full content of reviewers\u2019 assessments alongside several additional factors, including alignment with institute missions, portfolio balance and scientific priorities, career stage diversity, geographic distribution, and urgent public health needs or emerging scientific opportunities. Program staff will review complete peer review summary statements, including comments on a proposal\u2019s importance, rigor, feasibility, and innovation, allowing funding decisions to account for strengths or concerns that may not be adequately reflected in an averaged numerical score. <\/p>\n\n\n\n

The strategy does not change NIH peer review criteria or the resubmission process, and NIH continues to emphasize its commitment to investigator-initiated research. Applicants preparing resubmissions are encouraged to focus on the substantive feedback contained in their summary statements rather than the numerical score and to engage program officers for guidance on institute mission alignment, funding mechanisms, and emerging priority areas. Early-stage investigators will continue to receive priority consideration to support the research pipeline, while factors such as geographic distribution may help distinguish applications of similar scientific merit when addressing significant public health needs. NIH also encourages researchers to engage with program staff before submission and at scientific meetings to better understand institute priorities and identify the most appropriate funding opportunities for their work.<\/p>\n\n\n\n
