Should Preschool be Included within the Public K-12 Education System?

The last several decades have seen numerous pushes from policymakers and advocacy groups to expand the reach of public preschool. The approaches have included calls for universal preschool, the development of state-wide pre-k voucher systems, and federal proposals to expand preschool universally. Part of these policy debates include discussions over how expansions of preschool should be integrated or not into the existing public K-12 system.

In this Policy Debate Forum, Dr. Michael Little (NC State) and Dr. Anna Markowitz (UCLA) will engage in a pro/con discussion of the relative merits of inclusion of public preschool in the public education system.
