For faculty and research administrators across higher education, the federal grants environment has undergone substantial transformation since 2024. The most significant changes stem from the revised Uniform Guidance (2 CFR 200), which took effect in October 2024 and represents the largest overhaul of federal grants administration in more than a decade. Notably, the revisions increased the indirect cost rate and expanded expectations surrounding internal controls, documentation, audit readiness, and subrecipient monitoring. Federal agencies have continued implementing these changes throughout 2025 and 2026, creating a more standardized—but also more compliance-intensive—grants environment.
Federal Grants Landscape
Federal agencies are increasingly emphasizing accountability, measurable outcomes, and alignment with national priorities. Institutions managing large or multi-partner awards now face heightened scrutiny regarding financial oversight, fraud prevention, and continuous compliance across the full grant lifecycle. Agencies have also expanded the use of termination authorities and strengthened oversight mechanisms for discretionary funding, contributing to greater funding uncertainty and policy sensitivity in the research environment.
At the same time, several agencies have implemented operational improvements intended to reduce administrative burden for applicants. The National Institutes of Health (NIH) Simplified Review Framework, which applies to most research project grants with due dates on or after January 25, 2025, reorganized the traditional five review criteria into three broader review factors focused on research importance, rigor and feasibility, and expertise/resources. NIH states that the updated framework is intended to reduce reviewer burden and mitigate reputational bias in peer review.
Similarly, agencies such as the National Science Foundation (NSF) and NIH have continued modernizing proposal submission systems and improving the accessibility and clarity of Notices of Funding Opportunities (NOFOs). Across the federal landscape, there is growing emphasis on evidence-based program design, evaluation capacity, and data infrastructure investments as key components of competitive proposals.
Education Research
These broader federal changes have particularly important implications for education research. Federal education and social science funding opportunities increasingly prioritize evidence-based interventions, measurable student outcomes, workforce relevance, and longitudinal evaluation strategies. Competitive education research proposals are now more frequently expected to demonstrate rigorous evaluation plans, scalable program models, and clear evidence of impact aligned with frameworks such as the What Works Clearinghouse.
Education research institutions also face expanded compliance expectations, especially for projects involving school districts, nonprofits, or other external partners. Multi-institution and community-based projects now require more robust subrecipient monitoring systems, stronger documentation practices, and more detailed reporting on performance outcomes in addition to financial expenditures.
Federal priorities in education research are also increasingly interconnected with workforce development, economic mobility, public health, and equity initiatives. Agencies are placing greater emphasis on interdisciplinary collaborations that connect education research with health, labor, and social science outcomes. This trend aligns with broader federal interest in integrated data systems capable of tracking long-term student, workforce, and community impacts.
For universities and research centers, these developments signal that successful educational research infrastructure now extends beyond proposal development alone. Strong compliance systems, sophisticated evaluation capacity, longitudinal data management, and evidence-driven program design are becoming essential institutional competencies for remaining competitive in the evolving federal funding environment.
