Project STELLAR – Phase 1 included 21 educators and leaders of ELLs who enrolled in a six-course job-embedded teacher education program. Educators had on-site support and coaching from their Project STELLAR Program Coordinators while taking six ESOL-leadership courses in the TLSI program (Teacher Leadership for School Improvement) at the University of Florida.

In Project STELLAR – Phase 2, the original cohort of participants broadened their impact on their school communities by becoming mentors. As mentors, each participant recruited colleagues with whom to collaborate on projects designed to improve educational outcomes for English learners. At the same time, the grant’s research agenda has entailed annual observation of participating and matched comparison teachers and annual data collection on their students.

The STELLAR team modified a commonly used rubric for the observation of effective teacher practice to focus on practices specific to the needs of English learners. The team used this rubric to guide annual observations of participating teachers and their matched non-participating counterparts in fulfillment of the research objective of the grant.

Project STELLAR staff created and delivered this presentation on WIDA (“World Class Instructional Design and Assessment” – Florida’s adopted framework guiding instruction and differentiation for ELs) to educators in schools across Levy County. Originally intended for a single presentation, word of mouth spread quickly and led other Levy schools to request it. Despite the official adoption of WIDA by the Florida Department of Education, rural educators are often provided little support on implementation due to limited resources, staffing and physical distance.

The STELLAR team made this presentation on WIDA – Florida’s adopted framework for the support and assessment of English learners – to educators in schools across Levy County, mostly by request. Due to insufficient resources in this rural context, Levy county educators typically do not receive much training or support on how to work with their English learners.

Abstract
Rural teachers and educators are increasingly called upon to build partnerships with families who use languages other than English in the home (US DOE, 2016). This is equally true for rural schools, where the number of multilingual families is small, and the language and cultural backgrounds of students differs from those of school. This article reviews the research on parental involvement and three common models of parental involvement. In this article, I propose a revised conceptual model for teachers and educators for rural multilingual family engagement. This article calls for increasingly refined research that addresses the sociohistorical backgrounds of families and the current sociopolitical context of multilingual family engagement. Ultimately, rural multilingual family engagement is predicated on differentiated practices, relational trust between educators and families, and attention to geospatial variation.

Abstract
The number of English language learners (ELs) across the United States continues to grow, particularly in rural and new destination settings. However, educators remain un- and under-prepared for working with ELs nationally. This article provides findings from a study of one teacher leader professional development program in a rural school district that sought to prepare educators for ELs. We describe the professional development program and the rural context of the district. Findings from this study derive from an online survey of participants. Data reveal that rural educators seek to acquire skills and strategies that go beyond the classroom setting and that enable them to connect with EL families. They also believe that teacher leaders of ELs demonstrate compassion and build social-emotional support networks for themselves as professionals, as well as with EL families.

Abstract
Across the United States, school districts have adopted various methods to capture what effective teachers do to facilitate student learning. Some of these methods include peer lesson studies where teachers co-plan and co-evaluate their work, examining student standardized tests scores to align teachers with student learning outcomes, and using a teacher observation protocol to examine in-class instructional practices and evaluate teachers. These methods have been used across the teaching profession with generalized student populations. The Danielson Group Framework for Teaching (FFT) is one observation protocol that has been used throughout the United States as a tool to examine teacher effectiveness in the context of teacher evaluations (Campbell & Ronfeldt, 2018, American Educational Research Journal, 55, 1233). In its traditional form, the FFT protocol does not capture the specialized work of teachers of English learner (EL) students in mainstream inclusive classrooms. This article examines the modification and validation of an EL-modified FFT observation protocol across two of the four domains of the FFT. Findings demonstrate that the EL-modified FFT instrument is both valid and reliable as an observation tool for teachers of EL students in mainstream inclusive classrooms.
