Your Responsibilities Regarding the Disclosure of Activities Involving Foreign Entities

As explained in the January 3, 2019 administrative memo, regarding the disclosure of financial support from foreign entities, U.S. federal agencies have continued to express heightened concern about foreign influence on university research. In August 2018, Dr. Francis Collins, Director of the National Institutes of Health (NIH), issued a letter that expressed serious concerns regarding efforts by foreign entities to exert inappropriate influence on research in the U.S. The National Science Foundation (NSF), the Department of Defense, and other U.S. government agencies have communicated similar concerns.

Given the importance of this issue to our federal sponsors, we are clarifying points from the January 3, 2019 administrative memo and reminding you of your obligations to report your activities involving foreign entities. Please review and adhere to the following requirements.

Reminder: Common Rule Change Implementation Plan

The federal rule governing human research, called the Common Rule, was originally adopted in 1991 by the U.S. Department of Health and Human Services and 15 other Federal Departments and Agencies. Following a one-year delay, the revised Common Rule will go into effect on January 21, 2019.

The following is a brief highlight of those changes that will directly affect you as part of the research community. Investigators should fully read this information to remain compliant with the Revised Common Rule. Updated policies, investigator guidelines, and templates will be posted on the IRB website http://irb.ufl.edu/. The IRB will provide a “Brown Bag” in-service on the new Common Rule; a notice is forthcoming.

NSF: Important Updates Regarding Resumption of Operations after Government Shutdown

The National Science Foundation (NSF) has posted updates regarding proposal deadlines and other important post-shutdown issues. Pardee RAND Graduate School Announces 7th Annual Faculty Leaders Program

The Pardee RAND Graduate School is now accepting applications for its Faculty Leaders Program, a five-day workshop on the tools of public policy and how to engage the next generation of leaders.

All applications must be received no later than March 4, 2019

The 7th Annual Faculty Leaders Program will be held July 22 – 26, 2019 in Santa Monica, California. Fellowships that cover tuition and travel costs will be awarded to up to 15 participants. The program will include how to bring a public policy component to your research, integrate your scholarship into the public discussion, and enhance your curriculum, among other topics.

IES NCER Offers Meta-Analysis Training Institute

The Institute of Education Sciences (IES) National Center for Education Research (NCER) is accepting applications for the Meta-Analysis Training Institute on state-of-the-art advanced meta-analytic methods.

All applications must be received no later than March 12, 2019.

The Meta-Analysis Training Institute will be offered July 28 – August 3, 2019 in Chicago, Illinois. The goal of the training is to provide researchers with the methodological, statistical, project management, and practical experience necessary to conduct a meta-analysis focused on an important education topic. The workshop is intended to increase the number and quality of studies that use meta-analysis, particularly the number of IES Goal 1 grant applications featuring meta-analysis.

IES NCSER Offers Summer Research Training Institute: Single-Case Intervention Research Design and Analysis

The Institute of Education Sciences (IES) National Center for Special Education Research (NCSER), in conjunction with the University of Oregon, has announced a Summer Research Training Institute on Single-Case Intervention Research Design and Analysis.

All applications must be received no later than March 15, 2019.

The Summer Training Institute will be offered June 18 – 22, 2019 in Madison, Wisconsin. The purpose of the training is to increase the national capacity of education researchers to conduct methodologically rigorous single-case intervention studies.

The Institute of Education Sciences (IES) National Center for Education Statistics (NCES) has updated its Distance Learning Dataset Training (DLDT) system. The DLDT is an online, interactive tool allowing you to learn about NCES data products and evaluate them for your particular purposes.
